Did USM explicitly say that you could start online education before the eval is issued?
What kind of approval letter they asked for?
This is the first time I hear of it but probably this is part of online education procedures.

15% means your application documents are being processed. There is the vetting procedure which takes time. If anything is missing the progress status turns to yellow and the application is suspended.

Thank you for your suggestion. What are the charges for eVAL extension? Are they same as initial application. I couldn’t find it.
