Language proficiency is a matter that you need to raise with your university. If you wish to take an IELTS course in Malaysia then the university should give you an amended conditional offer stating that you will undergo prerequisite courses to meet the requirements.

Bottom line: Contact your university and tell them that you will prefer to take prerequisite IELTS course and test in Malaysia. Check if they can do that for you.
