when app shows emgs awaiting student pass you can apply TA and then SEV if your conturiy need visa before enter malaysia.

Correct. It is a matter of choice. In my case, I stay in Malaysia for one month only every year, so in order to shorten my stay here as much as possible, I wait in my country until the progress percentage jumps to 90%. As you said, in principle a student can travel in once they get the authorisation and single entry visa.
PS: It is 90% if the passport will be submitted directly to the state immigration department and 50% if submitted to emgs then to the immigration department.
