Hello. I hesitated first in posting a comment because you are asking Emgs to give an answer. But frankly I thought you also need this information quickly.
1. Emgs does not know when a sticker is posted on your passport. Only students at your university would have a clue. For example, I study at USM and can tell you that it takes 14 days. USM sends passports to the local immigration department. If however a university chooses to send the passport to the Kuala Lumpur then it takes longer times. This is why a student at your university can help better in telling you about their experience.
2. The second question is about the arrangements for your family to join you. I doubt it that emgs has an answer. It is the university that should know the procedure.
So, my recommendation is to try to find someone at your university who can personally go to the visa department at the university and get from them all details.
I hope someone from UTM in this forum can see your message and offer help. There are facebook groups for Arabs in Malaysia but unfortunately many would never help except if they are paid. UTM has a telegram channel for students though I don’t know if sending a message there can help.

I guess emgs is processing large amounts of files. Anyways, they fast respond to phone calls. Here, we use the platform in a way that allows us the students to quickly exchange experience and get answers from each other.
I think you will get your pass in 2 weeks insha Allah, and then you can apply for my travel pass for your family, and that’s usually accepted in 4-5 days. Later you can call them on sev or social visa and once they come you can ask your university to issue visa for them.. Hope that helps..

Emgs website says the sticker usually takes 14 days after submission of passport, subject to the discretion of the immigration department.

after endorsement of your stiker you can apply dependent visa for your family…there is some nesesarry docs such as bank statements,,birth certificates,,marriage certificates,,family letter and so on.
send one email to emgs to take all list of docs.
normally its will take 2 weeks until emgs ask dependent pass,then base of yr country origin they must take SEV And then other app to travel.
i am not sure your family can use my travel pass to come or no( base of hasan update).
if its available let us know as well.
