It supposed to start from today Jan 1st onwards. I don’t know if they changed it again.

I am reading the media here. Nothing so far is clear on the horizon. The initial plan, as Sabith suggested, is to resume receiving tourists as of January. The problematic issue is that tourists cannot afford going on Quarantine, so the country is likely working on standard procedures to apply specifically on tourists. Currently, as far as I read in the news, only Langkawi, is open for tourists under the international bubble plan.
