Same my problem also my application stuck in 35% from 3/9/2021
Be patient! They will not process your application before others have been submitted last year or even submitted earlier this year! In my case, I had applied in July 2020, and I got my eVAL/TAL one week ago! As what I noticed, they process the submitted applications in chronological order for the graduate students.

I am also from the UM. I had also faced a similar problem but neither the university visa administrator nor EMGS has helped me and my application was rejected after waiting period of 45 days of submission due to covid
