Do nothing, wait until its 100%
Congrats on VAL approval. Now you have to wait till it reaches 70% corresponding your institution will email you the softcopy of the same. All the best..

Upon Arrival @ University you will register yourself and post arrival medical screening would also be conducted and mandatory for international applicants, after registration you will have to submit your passport to University for multiple visa stiker / student pass. After this process your passport would be returned to your University by EMGS then you may collect it from visa unit of your institution. This process completes the application and conclude it 100% eventually.

Dear you have to be patient, at the time of registration the fees will be paid regardless of percentage. Upon receipt of VAL, obtain single entry visa and fly to Malaysia. The remaining 20%-25% is related to post arrival formalities.
