Yes it was the first step
For me, the declaration of accomodation was the first step that my uni did. Emgs started the process and sent my application to immigration. Then they wanted some more documents (dont know which ones) which the uni sent directly. Now they need no more documents but the process is not progressive anyhow
I did mine too… i hope they grant us soon.
