Hello,
You can only apply online for Travel authorization if youŕe an existing student. The online TA application is only required for existing students. If, youŕe a new student then you have to wait for the approval of your eVAL from the immigration. Once your Visa Approval Letter is approved by the Immigration Department, a Travel Authorisation Letter will be issued along with it.

Please note that once your eVal is approved, the travel authorization will be generated and ready to be downloaded as well.
