You registered under English centre?
Please be informed that new international students will only be allowed entry once the Visa Approval Letter (VAL) is issued. In addition, entry for all new international students enrolled in a Language Centre is on hold until further notice. The decision is solely at the discretion of the Malaysian Government. Rest assured, we will notify the institution once we receive an update regarding this matter.

The same email I got a month ago, that’s why I need to know when they are allowed, because university students already got their VAL.
