You’ll have to start with online classes for now. My application has been stuck 32% since august so wait for the emgs announcement on 31st december for any updates and hopefully not but if they say we are not allowed then start your classes online, your university will update you on how they will start the classes. Hope i answered your question since the emgs officer cant reply with any useful info at the moment.

Please be informed that the Immigration Department is not issuing VALs to new international students who are outside Malaysia. We will only be able to advise once we receive further instructions from the Immigration Department.
