When it becomes 35%, it means you application is at Immigration and take 7- 10 working days to get the result.
As Ngoc said. 32 at emgs. 35 at immigration.

The VAL approval process takes approximately 7-10 working days from the date the application is submitted to the Immigration Department. However, the approval is solely at the discretion of the Immigration Department.
