Are you saying that the val requires you to get the sev from your country and that you are currently residing in another country?

But we can travel right if I am from Pakistan but I am living in Kuwait I can go to Kuwait malaysia embassy and can submit my VAL and other documents for Visa to travel
Most likely the VAL states which country you need to apply in. However, if you are from Pakistan, you can apply for an evisa.
