Hello I’m transferring from university to othe and they asked me to leave the country and till now my application didn’t start and everytime I ask them they say the institution is renewing their license? Anyone has been through this before?

Yeah that’s true if the university renewing their license it takes about one month to be done only after that they are able to start processing your application.
It’s almost 3 month now since end of December
