It’s better to apply to 3-4 universities for admission and then select the most preferred one. This way if the preferred university turns out to be a wrong choice, the student always has options to move to other universities with offer letter.

Yes, other way around is to travel to Malaysia on the current VAL and then request your university to cancel your admission, give you the release letter and then move to one of the other universities that had offered admission.
