I am not sure. In my university (UM), it is available the form for issuing the student pass when you are already in Malaysia (without VAL).

Please follow the institution suggest to defer your offer letter. I wrote a letter to dean to defer my registration for 6 month due to financial. Yes the univ will not issue new offer letter. however they provide a deferment letter along with my previous offer letter

apply for SEV. then go to Malaysia. Make a registration and so on. then submit your passport to Visa unit for processing student pass. When it is reached 100%, your visa is ready and you can take back you passport.

80% means you need to apply Single entry visa to Malaysia. Then you may travel to Malaysia.

You need to apply SEV. If you come to Malaysia using Social visit, it can’t be converted to Student pass.
