The answer is “Solely at immigration’s discretion”.
But the immigration does not work properly for eval extension till now.

My eVAL extension percentage is still 60% in progress with immigration since 23rd Feb. How can I know whether it is working or not? Can you call immigration department to expedite the extension process?
