How long does it take to turned 75% ?

Please my friends, someone should help me out on this. My application has been in 15% for almost two months now. All the additional document requested from EMGS has been submitted by my institution and updated but only photo. I have submitted photo 3 times it was all rejected. Please what will i do so that photo will not be rejected? Thank you
