Now everything is clear. From my experience when everything is in order renewal is a routine process taking 3 weeks or maximum a month. However, if there is any sort of delay because of passport renewal or any other thing then the time becomes really unpredictable.

Zii your case is not clear even to me let alone EMGS and immigration which conduct a thorough investigation of your document.

That I have no idea. In my stay here in Malaysia I have never seen money get involved in the process. Except the officially mandated amount.

There is no way you can make in time. Ask for the differal of your offer. And try the next semester or tri semester whichever your institution uses.

1. Did start the process with an old passport? 2. Second are you applying for visa renewal? Or a new visa? Because you mentioned VAL (visa approval letter) which for a new application? Because new application and visa renewal are different and require different documents.

Do you mean renewal? Because VAL stands for visa approval letter. If your question is visa renewal and you have provided all the necessary documents in time it takes 3 weeks or 1 month tops.

Talk to your institution. Because your institution is the one handling the process.
