If any one doesn’t have malaysai embassy in their country u need original signed Val on hand, u can directly fly to Malaysia. But bear in mind that from country u direct fly like India or Dubai u should put that country visa on ur passport. When u arrived to Malaysia they will issue u visa. Tnx

Now for ur question it could take from 1-3 months depending on what university u applied for.
