U have to provide release letter first and later during application process.. U need to provide explanation letter, proof of attendance in previous uni, and transcript of previous uni, etc

Kindly check ur country from Emgs. Few country’s citizens can fly with approval letter only.

It ll be better ask when is ur orientation program. few universities pick up their student earlier than semester starts. It depends on them. Normally if registration is 10 September,,, then orientation is last week of the August.
