Apply for previous visa cancellation as soon as possible…..because for me even cancellation is taking much longer than getting visa….and without cancelling an active visa they do not even start processing a new visa

Hello EMGS. My passport No. LA16E9337. My previous VAL got expired before i could start my course. My institution submitted my new VAL application only once they received confirmation from immigration that my previous VAL has been cancelled. My passport number is LA16E9337. My VAL application is stuck at 15% due to a missing Health Declaration Form, But when I followed up with the university they are saying that they have submitted the form. And now I am running out of time becuase I have applied for the July 2019 intake.
