Am I allowed to fly to Malaysia from a different country than my nationality? I am from the Netherlands but I want to fly to Kuala Lumpur KLIA from Singapore.

Another question, when I arrive I have to go into quarantine for 7 days. Will I need to do my medical screening during this week or after I clear quarantine?
