Sadly thats the meaning of that if you cannot appeal then you cannot study in Malaysia. Thanks

Brother, if your visa application is rejected but the option for ‘ appeal ‘ is open then you cam appeal to emgs. If it is closed that means cannot appeal. A good college will send all the required documents to emgs and if they are not sending then its better to choose a good college . We can only appeal through college not directly to emgs. Brother as your application is new i think you should communicate with the IO office of your college. They are dealing with this stuffs for a very long time so they know what to do.
