I don’t remember the exact percentage but I do remember that the percentage will suddenly jump from 38% to more than 70% when your eval is approved.

It seems that Somalia citizens can have visa free entry for 30 days into Malaysia. 30 days are more that enough for you to complete the student PASS application. However, I would recommend if you contact the Malaysian embassy in your country, they can clarify your issues.
