The VAL is approved only to 75%, take that and have SEV and go to MSIA later after medical chk up u will get 100% visa

Do not go to agents, do it ur self , where’ve u from , usually it’s takes 1 week in India

I guess u need to ask USM accommodation section itself , students cannot give u right answer, or rules might have changed
