You can download when it is at 70%. Check the application status page on a laptop, you will see the download button at 70%. It is not visible on phones and tabs.

I contacted an agent to get an accurate timeline and he said that once I have the VAL, I can get the SEV endorsement done in the abovementioned period. This is the ETA in India, might be the same or close in Bangladesh as well. Try to contact the Malaysian High Commision or Consulate in Bangladesh.
